The sale of puppies and kittens supplied by breeding operations continues to be a critical consumer protection and animal welfare issue in Texas, as these stores overwhelmingly rely on an unscrupulous, out-of-state "puppy mill" pipeline.
These large-scale commercial breeding facilities confine animals in poor conditions, neglect their health, and ship them vast distances to be sold in Texas retail outlets.

Breeding dogs (often called "dog parents") are typically kept in cramped, stacked wire cages for their entire lives, denied exercise, socialization, and veterinary care.
They are treated as breeding machines, cycled through continuous pregnancies until they are physically exhausted, at which point they are often disposed of.
Puppies born in breeding mill facilities are exposed to systematic abuse and neglect from birth.
Their early lives are marked by stress, illness and deprivation. Often suffering from severe congenital and genetic defects due to uncontrolled, inbred breeding practices used to maximize profit.
The retail sale of puppies from mill sources relies on predatory lending practices that exploitative sales tactics.
This includes interest rates soaring as high as 189%—without clearly disclosing that balloon payments or high interest will be triggered if the loan is not paid off within a short introductory window.
